educational decentralization

Among the challenges currently facing El Salvador is the consolidation of peace and democracy, eradicate poverty and improve global competitiveness. In this sense "education should contribute to the national goal of forming a new city, more economically productive, solidarity in social and more inclusive and tolerant, politically, more respectful of human rights, and therefore more peaceful in their relations with others, more aware of the value of nature and integrated culturally, and this, more proud to be Salvadoran. " 

decentralization and participation are based on national priorities contained in the Ten-Year Education Plan:
• Education must be elevated to its highest priority and become a national policy, not party or government, but Salvadorans.
• Provide sufficient resources in the budget, so the education sector has the necessary resources requires investment in human capital.
• Achieve a quality education system, universal access, equitable and efficient.
• Expand the participation of teachers, parents, students and community in educational processes.
• Being fully human values, ethical and civic education community. 

There are two models of decentralization:

 
A) "Decentralization authoritarian" or up and down, in which higher levels transferred in its discretion, in a tax without sufficiently considering the willingness and ability of recipients, those services can not or will not operate ("subsidiarity inverted),

B) "Participatory decentralization"in which the delegation is negotiated between the transferor and the recipient, so there is talk of a "concerted subsidiarity. "

Objectives of the decentralization process

The decentralization of the MOE proposed objectives:
• geographically closer attention to schools;

• achieving real interaction of the principal, teacher, parent and student;

• strengthen the local school administration, provide support and effective and timely assistance to schools through the Departmental; make the student is the center of the process of educational administration and management; 

• ensure that the educational community to assume the administration of education;

  attention to strengthen educational standards and ensure quality education to students in El Salvador.
